Budget and finance

A permanent tax supports the library district, which was created when voters approved Measure 17-79 on May 16, 2017.

Josephine Community Library District is supported by a permanent tax rate of 39 cents per $1,000 of assessed property value for property owners within the district. The district serves about 39,000 residents in four noncontiguous areas surrounding the branch libraries in Grants Pass, Illinois Valley, Williams, and Wolf Creek, along with additional properties which have been approved for annexation into the district. In addition to the tax base, the district collects revenue fees, interest earnings, grants, and donations. Most donations are raised by the library district’s support groups: the Josephine Community Library Foundation and Friends of the Library. Budget Committee recruitment

Josephine Community Library district is seeking a community member to fill an open three-year Budget Committee seat.

Residents who live in the library district or have annexed their property are eligible to apply for the positions. Check to see if you live in the district.

According to Oregon local budget law, library district Budget Committee is made up of the elected board members and five more appointed registered voters who reside within the boundaries of the district. The appointed members may not be officers, agents, or employees of the district. All members of the Budget Committee have equal authority.

Applications are due to info@josephinelibrary.org by December 31, 2025, by 5 pm. The board of directors will make the appointment at its January 2026 board meeting.
