Josephine Community Library Seeks Proposals for High-Speed Network Project

Josephine Community Library District (JCLD) is inviting qualified service providers to submit proposals for a high-speed wide area network (WAN) connection linking its main branch in Grants Pass with its rural branches in Cave Junction, Williams, and Wolf Creek. The project is expected to begin in January 2026.

This initiative aims to enhance connectivity across all library locations, ensuring equitable access to digital resources for the community. To help fund the project, JCLD plans to leverage the Federal Communications Commission’s (FCC) E-rate program, which provides significant discounts to schools and libraries for Internet access. The library district is eligible for a 90 percent discount on qualified services through the program.

The Request for Proposals (RFP) is available on the library’s website and the FCC USAC portal under Form 470 #260001244 (FY2026 C1 WAN and IA). The required 28-day posting period began September 24, 2025, with an Allowable Contract Date of October 22, 2025.

Questions about the RFP must be submitted via email to jobs@josephinelibrary.org by 5 p.m. PT on Friday, October 10. Final proposals must be emailed to Library Director Kate Lasky at jobs@josephinelibrary.org by 5 p.m. PT on Friday, November 2. Vendors must follow the submission and communication protocols outlined in the RFP. Direct contact with library representatives outside of these channels is not permitted.
